- Circumstances and science can significantly change over 20 years so adaptability is going to be key, while funders will want to be reassured they will get value for money;
- Plans, including funding and who gets what, will probably need to be agreed by a number of land managers and those benefiting from the resulting ecosystem services as well as Defra so governance has to be able to easily formalise multi-party agreements;
- Given the uncertainties over 20 years, there is going to be the need to both agree on long-term broad aspirations as well as shorter-term specifics;
- Others such as stakeholders, experts and the community need to be involved too; and
- Finally governance only really gets tested when things go wrong which is almost bound to happen over 20 years so dispute settlement processes are going to be key.
